[/quote] Shinji closed his eyes for a moment as he listened to Giovanni then oppened them up once again when he had finished speaking "It's certainly difficult to get people going into that Squad..you see...it's a bit of a catch. The Kido Corps usually send an invitation to Shinigami in the Shino Academy that show promise in Kido however most deny this invitation as they wish to join the normal squads with their friends, then you get people wanting to join who are just as good as those invited but they are usually turned down on a trust issue sort of deal. All in all you see why the Kido Corp's numbers have fallen, even more so without a real Captain. I simply keep check on things and try my best to run it but being in charge of my own Squad and well...12 others it's far from an easy task and is often forgotten from time to time. I'd like for someone to step up to the rank but the issue is they have to be promoted from within the Kido corps...they cannot be outsiders and there are skilled Shinigami there however...they lack leadership and really in truth their power is at the bare minimum I'd expect from a Kido corps Captain...basically all these Shinigami would crack under the pressure of having these ranks...3rd seat included...it'd mean a lot more work for them and I just don't believe they could handle it...so really I have to pretty much hand mold a select few Shinigami from the Kido Corps into Shinigami capable of eventually taking over the Kido Corps and even that will take time...it's unfortunate but thats how it is..."
