Shinji listened to Giovanni and it did seem almost as if he was telling Shinji how to do his job but Shinji allowed this to pass over him and ignore it "it would indeed be handy if we had 13 Captains and a Kido corps Captain to boot...but there isn't anyone out there right now that has the power and leadership skills to fill these empty positions and those with power would make awful leaders as for having a Lieutenant the same could be said here...there are people in this Squad with great power but they'd be lost with such a position making my job far more difficult but if thats how it has to be just so I can have a decent Lieutenant and set of Captains then I'll deal with it. If there were suitable people I could hand these positions out to I would be even I alone am not capable of being the sole decider of a Shinigami's rise to Captaincy...the Shinigami in question needs recommendations from 3 Captains and then they have to go through a Captains proficiency exam which I personally attend...how many Shinigami out there will be able to handle such a test?...well...simply taking a look out the window answers the question...if you believe you will gain the skills needed to become a Captain more precisely the Captain of the Kido Corps then you will have to certainly prove yourself. I need to see obvious improvement and even words from other Captains can be reassuring enough to allow me to promote you and take you through the ranks...so you aren't only trying to impress me but also the other Captains...it takes more than just my word to become a Captain"
