Powers:
- Pact devil. Can grant wishes, however the wisher must willingly promise to sacrifice something of at least equal value. 
- Resistant to mind-affecting, compulsion and illusion effects (his subconscious mind constantly searches for loopholes in magic)
- can open temporary gates between hell and the mortal world. (very temporary)

History: A while ago in 1995 a man stood alone on a crossroad of two roads that leaded nowhere in either direction, he made a wish and let a drop of blood fall in the center of the cross. Mephistopheles answered the call and asked him what he was willing to give up. They traded ten years of fame and fortune at the price of his soul.

A decade later it was time to collect. Naturally the man didn't want to go, he begged, he pleaded, he cried. The devil smiled, "I can render the contract void for you, give you another chance. At a price." The man cried "anything!"
Mephistopheles grinned widely "I want your first born."
The man's wife was barren so he agreed immediately. A second pact made.

A year later Weiss was born, it was a miracle, and Mephistopheles was there to collect.
Another month later the man committed suicide, the devil got his soul in the end. The man was quickly forgotten.

Mephistopheles named the human child Weiss after his white hair, and raised him as his own. As a devil.
Weiss was brought up among the damned, his friends where murderers and psychopaths, his teacher's where manipulative tyrants and his family the devils that ran the place.
Once Weiss came of age and he had become a capable devil his father send him off to a boarding school so he could "learn to deal with the outside world"
