I don't think ANBU would make a very good police force. They're more special forces and they have to remain hidden. The Uchiha clan's original police force allowed there to be a public presence of order on the streets. 

besides, I'm pretty sure the ANBU are gonna be too busy fulfilling Oda's aggressive missions to police Konoha xD
