Maybe they took the riches that came along with the werewolf kingdom so they are a new yet rich and powerful (seeing as they can kind of control the werewolves) kingdom. Maybe they don't have strong ties with the smaller villages and towns so most are unhappy in their kingdom with their rulers but wouldn't want the werewolves to gain the upper hand?
