I think it has to do with certain aspects of the wielder, whether or not the light or darkness in their heart is strong enough. I tried looking it up on the [url=http://kingdomhearts.wikia.com/wiki/Keyblade#History]wiki[/url], but it's pretty vague about it, I think :T
