Dragons aren't anywhere as androgynous as Elves, so they probably have a stronger gender heiarchy.
things like men being warriors, & women being child-bearers.

he's not going to change that belief over night, but i think Sylvia can get to him.
especially if she can prove to him that giving his sister a bit of leeway will make her calm down.
