This was not just any messenger hawk, this was one that the Jounin took care of personally. The hawk's loyalty was only second to its master's loyalty to his Kage, so the message would have no way of not reaching the Hokage. Unless by the small chance the message was intercepted by a third party but unfortunately, that couldn't be helped..[/B][/I]
