Secondary character is a character much like General Klaast of the Angar-Ryllan empire, he is important and has stats because if someone wants to fight him they can, the same with Skallagrim in the Nexus. The Dreaming Queen and Ghoukas as well as Dr. Selanrdra Kur have no stats because they are Background characters who are used to advance story elements and not fight.
