Given the extremely abundant foliage and general hostile weather, that and there's a bunch of radicals who will absolutely kill you for cutting a tree down for camp fires, most villages would be more on the edges of the DuFair territorial lines, along with the far east and west (Wardens move out from the center so they can move either way more quickly). From the "intense heat and torrential downpour" description, it sounds like the jungles would not be a great place to settle down.
