The weapons are just from his mother's family home in Texas. None of the things he has would be too hard for a licensed civilian to obtain.

Also, oh man. When Nathan meets with Della, Reactive Adaption + Increased Blood Flow + Long exposure time = constant adrenaline rush. :D
