By 'immediate' I mean, you're moving at speeds so high that LeeRoy literally CANNOT react. So it is IN FACT, immediate.

The only evident 'limitation' and 'weakness' I can see are: 

He can't sustain the movement speed of Mach 3. It's some sort of burst or something.
And.
He's only slightly superior to humans in every way.
