Maybe it's a bit of a shortcoming on my part, I didn't really explain how the last one worked. The actions themselves are generally not explicit and are targeted towards a certain result. In general, economic actions are based off how much you invest with a randomised result relative to your investment and
Military actions such as recruiting, training or shop building have more set costs and you invest a certain amount towards that. From what I could tell of gowia's system is that army recruitment didn't have a set result but had fairly strict guidelines
