The best scenario I can think of is that the Sect hired the bandits, who are situated in Talmen, to go south to Aoli and torch their own church there. Since the Sect is aware that someone is staging an uprising against them in Sord, the best way to flush Melvin out would be to pin more crimes on him, identify his face, and make him a wanted man. The destroyed church in Aoli would be nothing more than collateral damage to the Sect, and can be easily replaced. After that craziness happens, the bandits can be pursued to Talmen. How does that work out?
Well ok, the bandits frame Melvin and then leave Aoli. The plan is to receive payment from the Sect for a job well done after a meeting with a 'Sect Representative'. The thing is though that if someone got hold of the bandits and they spilled the beans on what really happened with the church, then it could threaten the Sect and clear Melvin's name. I'm assuming the sect wouldn't like that. So the bandits would have to be removed for their own good. And as another idea, having Melvin as a wanted criminal might not be enough for the Sect, if he's not imprisoned soon after framing him then he could continue to undermine them, then they might decide to take more drastic measures of removing him.
