With a decent population are you talking Tokyo or more along the lines of Juno (Alaskan port city) 

Does the city have tourist attractions like A Famous museums? Perhaps an older section predating the current government (Think the ancient Parthenon) Or is it a "College" Community where the cities economy is based solely on the students.
