When the bombs dropped on that fateful day, Viktor's father was on a mission in the States, and forever remained trapped here. He was the only survivor of his unit and cursed himself for it, often contemplating thoughts of suicide. No, he eventually decided. After a very, very dark time in his life, Viktor's father came to the realization that all of the petty squabbles of the Old World are gone, the Politburo, Capitalism, and the rest of the nonsense. All apart of a world that no longer exists. Viktor's father moved on to make something of himself in this New World, Russian or not. He wandered the wastes as a Lone Wolf and gun for hire, often facing discrimination at first, but later proving himself with his skills and becoming highly respected among the people he encountered. Several years after adopting this lifestyle, Viktor's father eventually encountered a woman who became his mother, but also never met, having died from the childbirth. Viktor was raised solely by his father, who took great care of him, because even the Russian Bear has a soft spot for children. Luckily for Viktor, he resembled much more of his father than mother, both inside and out. The pair settled down in a settlement in the midwest. The settlement was not as heavily affected by the bombs as most parts of the country, to the point where the settlers were able to cultivate small and crude gardens. Viktor was not raised soft, when he reached the age to walk his father began training him in the art of combat and survival in this New World. Him, along with several others were educated in English and math by a teacher who managed to survive the torching of the world. Viktor's father personally taught him Russian well enough to get by if he ever needed it. When Viktor reached his early teens, his father began taking him on the occasional scavenging trip, giving him firsthand experience of the dangers of the waste. Alas, all good things come to an end, and when Viktor was 20, his father eventually came to pass simply from natural causes, one of the more peaceful deaths in the Wastes (his living to that point was a testament as to how tough of a son of a bitch he really was). Viktor inherited his father's legacy among the settlement, and while he took it with honor, he wanted to explore the wastes as his father had done and create his own legacy. He set off in the wastes with a rocky start, and continued on in his journey, never becoming truly successful. After two years of traveling, scavenging, and being a gun for hire when the situation arose, his journey led him to the settlement of Aurora's End. Viktor adopted his father's philosophy of government, and how it only leads to destruction; political differences being the main reason they were in the situation they are in now. Viktor carries his beliefs with him strongly but subtly, always playing a role of some sort or another when making personal or important choices. He turned out one of the better educated of the first generation in the New World (in more ways than one), and acts as such. Viktor carries with him a strong and very obvious Russian accent with him, something foreign to a lot of the First Generation. With Russians being widely disregarded several years after the war, only the folks who survived the bombs were able to hold any sort of discrimination.
