Also, after reading a couple posts, I feel that I should clarify how magi are organized. This part of the setting is a bit WIP, so some things aren't named and all, eh-heh. ^^;

Firstly, there is a main organization. It is governed by powerful magi, and has numerous departments inside of it that focus on various aspects of magic, containing dangerous incidents, and upholding the masquerade.

Below this are Mage Circles. Mage Circles are hybrid magical colleges and smaller offshoots of the main organization located all over the world, and they are where many(but not all) magi go to learn higher magic. Toshiko, for example, studied in a London Mage Circle. Mage Circles will contact magi they find promising, as well. Mage Circles are also the chief enforcers of the Masquerade, each circle containing its own Ministry of Secrets. Headed by a Minister of Secrets, they are in charge of containing breaches in the masquerade. Many Mage Circles have different policies in regards to this, and the main organization generally allows them to handle these situations as they wish without interference.

Some Ministries of Secrets employ what are known as Silencers, who... use less scrupulous methods to silence those who have discovered the supernatural when they were not meant to.
