Actually the Hunters that look like elites are supposed to be added in Halo 2... But they couldn't finish them... Also the Arbiter did stop part of the rebellion... Glassing their planet forced them into complete submission. And yes... Doberman Gators... I was like, "Lol wut?" 

Though yeah... The Doberman Gator and Elite looking hunter are from the directors cut of Halo 2 (in which I own xD)

Edit: yeah... I was wrong about the hunter looking elites... I misinterpreted what it said... Still though...
