If you summoned two stone pick axes and upgraded your ax to stone, you would be done next turn and not have anything extra. If you only summoned the two pick axes you would have 1 PP extra next turn if you both prayed. I want to keep prayers having similar things grouped up, so no you couldn't get seeds with something left over for producing tools, but if you finish praying for this next turn, then you could just start praying for seeds if that is what you wanted.
