I accept that you might consider yourself one, but I'd be skeptical about it personally. I barely even consider myself a 90s kid, since such a big chunk of my childhood was the early 2000s. 

I think you're using concrete terms where they don't really exist, because anything relating to culture is more of a spectrum with outliers and exceptions. Also, since this is such a subjective issue, it obviously comes with the caveat that this is just my opinion.

However, someone born in 1999 is definitely not a 90s kid.
