So long as we don't start in Germany, I don't mind if we do or don't visit it - either works from a plotting perspective. If we go, then we can see what it's like there, and if we don't, it's the elephant in the room and a massive gap in the world tour, which speaks as much as anything about the state of wizarding Germany. I'd suggest we start midway into some action to avoid the round of dreaded intro posts to begin with, though. Already being in France and, even if only superficially, already engaged in whatever story arc would hopefully give us a bit of momentum.
