The threat of being killed is a good "negotiation technique" when pressing for world domination. Besides, they could be doing that anyway to make room for their new utopia. But wasn't that the original intent of the experiment to infect people and let them figure out what to do on their own? Originally we would only know that it was going to kill us. There's always the threat that our characters would give up and commit suicide, but Elysium is trying to find the kind of person who will overcome that fear and find a cure.
