Ace you may want to rethink you post and add some more to it. 

For example:

Why would there be a bar at a military base when there should be at least a handful in the city. Even if it is a relatively small city. Why not just be there at the barracks drinking some left over booze? Also studying while drinking is a bit hard since it addles your brain your guy would have a bit of a harder time doing it or at least I believe it would depending on the amount being swallowed.

I'd say the barracks would be a better starting point.
