P1 Pointed his right palm at P2 and fired off a Hado 33 down at him" You see? Stops someone from spamming the same move over and over again and usually they have posts of 2 and above. For something like I just mentioned it'd be 3 or 4 post cool down. That's what it is. The stronger the ability, the longer it's cool down. As for duration that means how long it will last. Most last one post but some last longer and then the cool down will likely be longer and go from when the duration of that skill ends. As for Bankai you don't need it at all yet so you can literally scrap it and then work on it later when the time comes...take time with something like a Bankai cause you will literally only get the one chance to have something good...this is why you should develop it over time ^.^
