People on the same teams will know each other. Relations between the players not on teams can ne decided by them.

And, I'll write a starter that sets everyone hanging out in their bases and present a situation to each team that can be handled by the players from there. I'll try to have it up tomorrow. And I won't specify exactly how many peoplw are on each team so that more players can be open to join.
