Hmm...I'm thinking that they probably just rented a few apartments near each other and left the rest of the building open to the public. In part because they don't want things to seem too suspicious and in part because with a bunch of Riders in fairly close proximity, they [i]should[/i] be able to handle themselves if something attacks them in the building.
