General is the biggest cheese. Unless you have a massive warlike country who is managing multiple separate wars you have one general.

Everything above Mayor would be what you had in mind I think. Guys with a LOT of pull. Probably won't carry a firearm or uniform on a usual day. This ain't an usual day though.

Actually anything above Lieutenant is considered an officer, and is mainly a desk job.

All of the ranks I stated here are pretty damn high.
