[/quote] That sounds too much like Metro2033 to me. I like the idea of most people living underground, not everyone though. I think it should be more of a safety reason for staying underground where it is easy to protect people, plus some safe zones within the city. Such as the palace (Long live the King), maybe the Olympic grounds as well, I mean that in itself could be a small city. But with Bandits, Raiders and beasties scouring most of the city the safest place to live if you can't afford entry into one of these zones is in the underground.
