It's the same as what we do for people on benefits here; send them to work for less with a price. Getting paid a piddly $15'000 a year compared to a garbage man's $34'000 a year is about it. You're best NOT asking a recruiter and actually asking someone who's got experience with it, like on an army orientated forum. Recruiters tend to leave things out; after all, they are trying to sign people up to work for the Government. They have a recruitment quota to fill. It's a sacrifice they're willing to make, at least soldiers on forums with former experience can give you answers.
