Could we have additional flaws, so long as we know we can't gain more than those 6 points worth of points to add to the freebies? Or is the limit on 6 points in flaws absolute?

Also, where exactly can we use the freebie points? are those 14 points stuck in merits part of the 20 (+6 from flaws)?
