I think having a cooperatively controlled half-breed child in or leading the rebellion as an eventual contact for our characters would be a good idea.

As for how far they are with their plan, that depends on where we feel like starting. I think it would be good to start before any solid plan is in place so that if we find our characters would deal with it one way, and the plan we come up with before hand no longer fits . . .Well, we wouldn't have to deal with that situation if we start earlier than the actual planning phase :P
