What effect would that have on realistic sci-fi laser weapons? Option 1) Lasers still cauterize wounds, so if I shoot someone with a laser gun he will not bleed. If the diameter of the beam is pretty small and exposure to the beam is pretty short, my opponent will have a tiny but sealead wound with nearly no effect... Option 2) The energy output of a laser gun dramatically increases, leading to spontaneous vaporization of human tissue, resulting in an effect comparable to an tiny explosion. Cauterization is less likely, but wounds are probably pretty superficial, as the beam does not penetrate that deeply. Unless you change the physics of how lasers work in the future.
