The wizard lords of House Telvanni are legendary for their magical knowledge, but again, they are not welcoming to outlanders, even Dunmer outlanders. To find the information you seek, you would have to locate an organization that deals in such 'forbidden' magic. They would certainly have books on the subject, but it is not likely that they would be willing to part with them."
