Let's say you have an 8 year old child. What do you tell them about fire? Don't play with fire of course. Does that mean you can't tell them when they can use fire? Of course not. God is omniscient and knows when it is acceptable to kill. And who does God tell? He almost always tells His prophet, and if anyone kills without permission, they are punished. See: Cain.
