If you're wondering, the original United Nations in Ace Combat was the predecessor to ISAF and was only on the Usean continent. NUN was founded shortly after the Usean Continental War and occupies a position similar to our own world's UN.
General is just providing the base, food, supplies, et cetera. They also handle briefings, as they are giving support to the Neo United Nations in this whole Global War matter. However, General Resource will not actually be ordering our characters around, orders will be given by NUN representatives that will arrive later in the evening, who will give a better briefing tomorrow.
