Can I create like one low-tier military leader and like hundreds of low-tier soldiers and then control the soldiers as if they're one entity?

It's like this...

"Napoleon ordered his men to attack the enemy's flank, and they did."

Can I do that when I'm fighting against obviously higher-tier people?
