Morrowind had a king, it was [url=http://www.uesp.net/wiki/Lore:Helseth]Hlaalu Helseth[/url], the first one if I remember correctly. 

I already have a story backing up the Akaviri army, but I'm still thinking of revising the entire backstory, so I might not put it up yet. 
It basically follows the rumors about the Nerevarine travelling to Akavir during the Oblivion Crisis.
