I'm not entirely sure what to post... 

Hey pyroman, do you mind if I take a few liberties to get Leo into contact with Booker? I was thinking that the Earth Peace Task Force may have requested (or requisitioned) Leo via the Alliance Military, as far as the books are concerned he's getting some unrelated and low-key no-attention assignment when in actuality he's being brought straight to whoever in the EPTF is in charge of the 'operation'. Perhaps Leo is brought into an office for his 'assignment' and is face with a proposal by this person in charge who then puts him into contact with Booker.

If this is too complicated/doesn't fit though, I understand. What are your thoughts?
