Eh. No community is perfect. That kind of thing takes time and effort. 

I must admit that I like Rilla's proposal for dropping the high-tier though. Anyone who feels doing so would be super stupid and unnecessary? 

As for getting a single GM. Sure, that would make things easier, but who, except Rilla and Skalla could take such a position? I mean, it has to be someone everyone agrees is up for the task.
