The Empire left Morrowind to fend for its self? That does surprise me, even Mede released the Imperial Legions in Hammerfell from service by declaring them invalid so they could continue to fight with the Redguards against the Thalmor

As for High Rock, I sense politics up there are going to be a nightmare to deal with, once the Thalmor are dealt with, I'll have to deal with that
