Nah, the plans for the fall of the Thalmor don't involve an Empire, they involve an alliance. No one can deny that the Thalmor will try again, and they're a threat to all the nations of men. He'll keep trying until he forges an alliance against the Thalmor. (I have a feeling that'll only happen once the Thalmor begin to seem like a threat again) After that comes the Empire building :lol:

As for High Rock, it is indeed ridden with problems and nothing is going to please everyone. The plan will be to call a summit and try to solve as many problems as possible. Its likely they will walk out of course, but its better to try a diplomatic solution first. Its hard to turn a province to the support of the Empire if you intend to march legions around making threats if they don't stay in line xD
