Sadly it does seem those are the only spots left, though Maormer do look pretty badass. Still if you were to take Alinor, you could probably take that suggestion I made some time ago and find a way to oust the Thalmor. after all not all high Elves are that stuck up, nor do they all share their point of view. 

Edit: After all, High Elves are not stupid, if they see a policy is not working in their favor, they will change it. (at least at face value)

(in fact allot of the High elves you meet outside that faction are some of the nicer folks, when compared to allot of dark elves)
