I prefer not having any canon as playable but rather story wise they can be and the story is our own.
A guild should only have three S Class like at the beginning of FT, Mystogan, Erza and Laxus, just a suggestion but yeah three S-Class per guild to make it more balance.

Strictly 7 DS and perhaps no second element or may not implement DS at all.
