It was a sight to behold, the swaying miniature flame shards twirling and swirling around in a dance that, should it go awry, would lead to a great panic in the governmental district. As the fiery shards settled down to the cobblestone someone manipulated the water in the air to extinguish them. With a shake of his head Rashim clipped the fan closed and placed it back from whence it had come. People who had not the restraint to control themselves or their own power should not venture into cities full of innocent people.
