Not necessarily. It'd just be the order in which everyone present posts, so that everyone gets a chance to react to each other. Doing a list type deal would be bad, but trusting people to remember where they are in the order can also work.

I do however agree that this RP needs some sort of focus people can do if they want. A lot of it is this being sandbox, but for people who are wandering around without anything to do and no scenario to make with other RPers, I think there should be something those people can do.
