If we're going by logical sense, there is no severe known advance in bio-science. Jack is a bona fida genius when it comes to engineering, AI, mechanics and physics, as well as vampire biology, which means he's kicked the world's tech level into overdrive, but there are no advances which would allow such genetic enhancements that I know of, based on the fact that it's impossible with current human technology. Then again, it would be a fairly simply matter to turn it into a technological enhancement, a machine that transmutes body heat, or some other naturally occuring form of energy, into electricity, giving you the same effect.
