If we're going by logical sense, there is no severe known advance in bio-science. Jack is a bona fida genius when it comes to engineering, AI, mechanics and physics, as well as vampire biology, which means he's kicked the world's tech level into overdrive, but there are no advances which would allow such genetic enhancements that I know of, based on the fact that it's impossible with current human technology. Then again, it would be a fairly simply matter to turn it into a technological enhancement, a machine that transmutes body heat, or some other naturally occurring form of energy, into electricity, giving you the same effect.
Now that you mention it. We are currently playing in the year 2034, in a world that has had blatantly open warfare with the vampire race for over 20 years.. All large countries have probably moved a lot of assets towards military funding. Plus this is a world where Jack Stein lives. Surely he has rivals who make things of their own, or reverse engineer his inventions. And if he doesn't. If he is truly peerless, that means entire intelligence agencies would benefit hugely from even the smallest scraps of info they could 'procure'. It's not a big leap to say this earth has a significantly higher tech development than the current real world. I mean, those ceramic blades are impressive now, but in 20 years they might be absolute already, and that's in the real world. Imagine the crazy shit the world we are playing in could come up with. Another 20 years and we're playing Shadowrun! I think this setting... has gone sci-fi! *dun* *dun* *duunnnn*
