Yeah, Stein's condition would depend on that. Aqua Vitae should return Kishin Asura to the state of being Asura of the great powerful warriors. It's basically like a filter that removes anything harmful, like "insanity" or "a lack of a heart". What is the "natural state" of being has no relation to what Aqua Vitae does - Kishin Asura would have all of his mental defects and insanity removed. However, the reason why BB asked that question was if the soul eating condition for Asura to go insane crazy Kishin again - the souls he devoured - are still around inside of him, then what would happen is he would just transform into a Kishin all over again after Aqua Vitae dries
Insanity is not by necessity a harmful factor, it's simply a difference in mindset. While some insanity is undoubtedly harmful, this is not a rule. For example, being a psychopath is in no way a harmful condition. I'm not sure what happens to souls after they're eaten. It seems like they'd be 'devoured' normally, but Stein has implanted the souls of several powerful god-tier beings inside of his body in order to be able to use Master and God-Killer Resonance.
