Gonna have to say that first, im not sure that Lina could take supes on just the grounds that he has no magic resistance. He still has ALL his other powers and is STILL considered a super genius on quantum computing levels. Being weak to something is not the same as being able to be hit by something.
Secondly, lets not use Screw Attack versus battle logic, EVER, when it comes to rp. They are known idiots who refuse to listen to evidence that is contrary to their favored outcomes. That said, nowhere is it written in stone that superman beats goku.
Thirdly, no, having a character who is not OP in every way is not broken. You need to read what he said again. He said having what is essentially a gimmicky character that is OP with the gimmick but useless without it is what makes a broken character. It is contextual. Characters who are OP in every way can be broken too, becauase whether or not a character is broken isnt solely dependant upon powers, but the mechanics of the powers they do have. Just food for thought.
As for @LeeRoy I've fought plenty of vocal casters in Powered/high tier matches. While incantations can be interrupted, for characters like that unless its incredibly extensive we generally count speech as a 'free action' if you will.

Gotta go with Ol' Lee on this one, bud. While I like the concept of high tier characters duking it out for eternity, Lina Inverse isn't exactly tipping the scale in that direction.
Edit: I can understand why you may be confused, what with her having a 'city busting' attack and all, but that's because a single ability with city-wiping potential(unless it can be used pretty often) doesnt make her the most powerful at any table of powered monsters, errant godlings, saiyans, superman etc etc. Not even close if we're including people like supes on the roster... Who can sleep inside the sun.
