Why is Chaegon significantly larger on the map then Mille-Sessau when Sessau has a landmass of 4, and Chaegon has a landmass of 3?

Empires are different from kingdoms in that empires are mostly heterogeneous in cultural makeup, while kingdoms are homogeneous. Mille-Sessau just earned the nickname "The Little Empire, or "Le Petit Empire".

Basic Demographics: The Kingdom of Chaegon is a populous, heavily industrialized and militaristic kingdom of medium size. Within the Kingdom are a handful of dominant cultures and while the Kingdom has had trouble with racial tensions in the past, the dominant cultures have long since come to accept each other as true Chaegonians. Despite the kingdom's militarism, the nation has remained somewhat skeptical of naval power and as a result, the Royal Navy has suffered and is rarely taken seriously. In contrast, the Chaegonian Army is truly a force to be reckoned with and with the rise of an ambitious new king, it may just be the solution to Chaegon's other weakness: a shortage of rare and increasingly important resources.
